In December of 2013 the NFPA (National Fire Protection Agency) adopted in 1670, Standard on Operations and Training for Technical Search and Rescue Incidents, Chapter 17 Animal Technical Rescue. Under this chapter the discipline was divided into three levels Awareness, Operational and Technician. Our current training is classified as an Operational course. In reviewing the NFPS Chapter 17 material and breakdown, and in consultation with the California State Fire Marshals Training Division, we have decided that it would be appropriate to develop an Awareness level course and to combine the material from the Operations and Technician level into a new Technician level course. These new courses include all the old material with additional topics. The name of the courses will change from Large Animal Rescue (LAR) to Animal Technical Rescue (ATR) to reflect the addition of small animal rescue to the material, and to expand the curriculum from single incident response to ATR in the scope of disaster.
Over the past year, we have been writing the new courses. Both the Awareness and Technician level ATR courses, have been accepted by DHS (Department of Homeland Security) and California State Fire Training. Currently the courses are in the final review stage at DHS, and California State Fire Training. We expect approval by the state in April and a final approval in May. The DHS process can take considerably longer, and we do not have any indication of when approval may be completed.
Within the State of California, once the new courses are finally approved, the state will “retire” the old LAR course, and adopt the new CA State Fire Marshal FSTEP Awareness and Technician Animal Technical Rescue (ATR) courses. Certificates will reflect this change. The Awareness Course will be a half day and the Technician Course will be a two-day course.
